Devan Burns is running for Justice of the Peace in Precinct 4 as a “new face” with private sector experience, emphasizing a “boots on the ground” approach to public service motivated by her experience during the July 4 flood.
Burns has lived in the area for nearly 18 years, residing in Mountain Home for the last decade. Her professional background includes experience as a paralegal and in human resources. She currently handles HR and legal duties for Task Building, a construction company.
Burns noted she was the “last full-time employee” at Mooney International during its ownership change, a role that required maintaining trust within that community, many of whom reside in Kerr County.
A central theme of Burns’ candidacy is the impact of the July 4 flood on her decision to run. Living in Mountain Home, she experienced the isolation caused by impassable low-water crossings and witnessed the overwhelming community response and critical role the justice of the peace plays during disasters.
During the aftermath, she supported volunteer fire departments and Mercy Chefs, recalling delivering flowers to 911 dispatchers and the Ingram Fire Department to bring “a little light and joy” to first responders.
“It ignited a fire inside me to be a boots on the ground official who is present and accessible to the people in times of crisis,” Burns said.
Burns demonstrated understanding of the diverse duties of a justice of the peace, listing small claims court, truancy, evictions and inquests as key responsibilities.
Regarding inquests, Burns stated she is prepared for this difficult aspect of the job, citing her faith and HR background as sources of the empathy and compassion needed to support families during their most difficult times. In Kerr County, which lacks a medical examiner, the justice of the peace is responsible for certifying deaths.
Acknowledging a crowded race, Burns outlined her campaign strategy and challenges. She frequently encounters voters who do not know what a justice of the peace does, requiring her to educate the public on the position’s importance.
Her primary strategy is visibility, getting out into the community so voters can meet her personally and understand her values.
