Five Things to Know About Kerrville’s 2050 Comprehensive Plan

The 12-month planning process, which included extensive community engagement with 427 survey responses and multiple public meetings, culminated in the adoption of this updated roadmap for the city’s future growth and development.

The Kerrville City Council approved the first reading of the Kerrville 2050 Comprehensive Plan on Tuesday, following a unanimous recommendation from the Planning and Zoning Commission earlier that day. The 12-month planning process, which included extensive community engagement with 427 survey responses and multiple public meetings, culminated in the adoption of this updated roadmap for the city’s future growth and development.

The updated plan emphasizes strategic infill development in key areas and reinvestment in existing neighborhoods along the Guadalupe River. Community feedback strongly supported keeping Kerrville small while managing inevitable development. The strategy combines aspects of strategic catalyst growth and compact growth scenarios to maintain the city’s family-oriented atmosphere and small-town charm.

2. Housing affordability is a major focus

The plan addresses a significant community concern by calling for more diverse and affordable housing options. Market analysis shows demand for 2,000 to 2,500 new housing units, with about 800-900 single-family homes already in development. Currently, 36% of homeowners and 48% of renters are considered cost-burdened, with 25% of renters extremely housing cost-burdened.

3. Downtown revitalization gets dedicated attention

A comprehensive downtown plan aims to create a thriving, walkable area with diverse businesses, restaurants and entertainment. Key recommendations include expanding the downtown core from 5.5 blocks to eight blocks, improving safety and connectivity for pedestrians and cyclists, and enhancing river access. The plan includes potential for a riverfront hotel development and a downtown boardwalk.

4. Guadalupe River protection and access are central priorities

Recognized as Kerrville’s greatest strength, the Guadalupe River receives special emphasis in the plan. Initiatives include enhancing aesthetics while mitigating ecological impacts, preserving riparian areas, and updating the Parks Master Plan with a new River Trail Master Plan. The Nimitz Lake Area Plan specifically addresses improving public access while preserving natural beauty.

5. Resilience planning is woven throughout

The updated plan places significant emphasis on resilience, with every chapter beginning with resilience topics and strategies. This includes infrastructure hardening, emergency response protocols and community stability measures. Critical infrastructure challenges addressed include water supply, wastewater management, stormwater drainage and transportation improvements to help the city prepare for and recover from future challenges.
