Kerrville police restore captain rank in round of promotions

The Kerrville Police Department promoted three officers and swore in a new hire Monday, bringing back the rank of captain under new Police Chief Jerel Haley.
James Machetta and Jonathan Cline were promoted to captain and Jason Beard to lieutenant during a ceremony attended by family and friends. The department also swore in Dalton Bandy, a lateral officer joining with prior law enforcement experience.
The move follows Haley’s announcement two weeks ago that he would fill two captain positions rather than name an assistant chief. In a statement, Haley said adding an experienced officer and promoting “three proven leaders” strengthens the department, which he said promotes based on past performance and future potential.
