The Lead will provide live coverage of Thursday’s joint legislative hearing examining the emergency response to the July 4 flash flooding that killed at least 116 people in Kerr County.

Coverage begins at 8:45 a.m. with The Lead Live, followed by full hearing coverage starting at 9 a.m. on The Lead’s Facebook and YouTube channels. The hearing is expected to last approximately eight hours.

State lawmakers will question key Kerr County officials, including County Judge Rob Kelly, Sheriff Larry Leitha, Mayor Joe Herring and City Manager Dalton Rice, about warning systems, emergency response and communication during the catastrophic flooding.

The Texas Senate and House select committees on disaster preparedness and flooding will hear from approximately 40 invited witnesses across five panels, covering local leadership, meteorological data and mental health resources.

Public testimony: Limited to 3 minutes per person with on-site registration only. Those wishing to testify must fill out witness registration cards at the hearing and return them to committee staff.

Written testimony: Encouraged. Provide 30 copies to committee staff and email digital copies to Senate clerk at Jayna.Grove_sc@senate.texas.gov and House clerk at Megan.Quijano_hc@house.texas.gov.

Accessibility: Those needing assistance such as sign language interpreters or personal assistive listening devices should contact the Senate Committee Coordinator at 512-463-0070 at least 72 hours prior to the meeting.

The hearing marks the first formal legislative examination of the deadliest flood disaster in Texas since Hurricane Harvey in 2017.
