The terroristic threat arrest stood out among more typical New Year's holiday enforcement activity by Kerr County law enforcement agencies.
After an investigation, Waring was arrested and booked into Kerr County Jail on a robbery charge. He remained in custody Tuesday evening pending bond.
The virus poses particular risks to domestic cats, skunks, foxes, raccoons, bobcats, mountain lions and black bears, which typically contract the disease by consuming infected animal carcasses. Backyard poultry can also become infected through contact with wild birds.
Kerr County Sheriff's Office investigators made three drug-related arrests and captured a fugitive in separate incidents last week.
Forecasters now expect rainfall totals of 1-3 inches across Kerr County, with isolated amounts of 6-8 inches possible in the hardest-hit areas. The increased threat comes as atmospheric moisture levels approach record territory.
A Flood Watch remains in effect for Kerr County from late Wednesday night through late Thursday night. Creeks, streams and low-water crossings could flood.
Forecasters expect 1-3 inches of rain across the area, with isolated amounts up to 6 inches in the hardest-hit locations.
The Texas Division of Emergency Management presented a National Weather Service threat assessment showing the Hill Country under a marginal risk for flash flooding Wednesday, increasing to a slight risk Thursday.
"Any fires that develop will likely spread rapidly," the weather service stated in its alert. "Outdoor burning is not recommended."
